Colorado’s Environmental Justice Act (HB 21-1266) mandates a 20% reduction in greenhouse gas emissions from the State’s industrial and manufacturing sector by 2030 based on a 2015 baseline. The Colorado Department of Public Health and Environment recently implemented the Greenhouse Gas Emissions and Energy Management for Manufacturing in Colorado Rules (“GEMM 1” and “GEMM 2”) and the Greenhouse Gas Reduction Planning for Oil and Gas Midstream Fuel Combustion Equipment Rule (Midstream Rule) to achieve this statutory mandate. This webinar will explain how these three regulatory programs enable facilities to generate, trade, and track emission reduction credits via the state’s Greenhouse Gas Crediting and Tracking System. Attendees will learn key compliance pathways under each regulatory program, credit quantification and verification steps, auction mechanics, and practical considerations for participation in the auction. The program will also analyze results from Colorado’s first annual credit auction held in June 2025 and preview the implications for the next auction cycle.
