Ladies and gentlemen, consider the evidence.
Transportation is one of the foundations of civilization.
- It connects workers with employment, children with education, patients with medical care, farmers with markets and businesses with customers.
- Cars, trucks, trains, buses, ships and aircraft have transformed the world.
- Modern transportation has expanded freedom, productivity and economic opportunity on an extraordinary scale.
- We need transportation.
- We need roads, freight networks, public transit, aviation, shipping, skilled workers and well-maintained infrastructure.
But a fundamental contradiction remains.
- We have built enormous transportation networks, yet millions of people struggle to reach essential services.
- We have designed cities with increasingly sophisticated roads, yet congestion remains a persistent problem.
- We have developed powerful vehicles capable of traveling enormous distances, yet a short trip to a grocery store can be difficult or dangerous without a car.
- And we have constructed communities where the ability to participate fully in everyday life may depend on the ability to afford, operate and maintain a private vehicle.
The problem is not that cars are inherently bad.
- Private vehicles are indispensable for many people, particularly in rural communities, for certain disabilities, and for work or journeys that public transportation cannot practically serve.
- The problem arises when an entire transportation system assumes that everyone must own and operate a vehicle to participate in society.
That is not universal mobility.
- It is dependence on one particular way of moving.
- We submit that the purpose of transportation is not to maximize vehicle ownership, road capacity or miles traveled.
- It is to help people and goods reach their destinations safely, affordably and efficiently.
- And that distinction changes everything.

- These (figures describe different populations, geographies and time periods. They should not be treated as directly comparable performance rankings.
- Together, they reveal two realities: transportation causes substantial preventable harm, and alternative approaches to mobility are already operating at meaningful scale.
- The fundamental question is not whether people need to move. It is whether we can meet that need with less danger, less waste and greater freedom of choice.
Exhibit B: Why is the present system failing us?
We submit eight structural weaknesses.
- Car dependency: Many communities separate housing, employment, shopping and public services so widely that driving becomes a necessity.
- Unsafe streets: Road design, excessive speeds and inadequate protections expose pedestrians, cyclists and motorists to preventable danger.
- Unequal access: People unable to drive or afford a vehicle may have fewer opportunities to work, learn, obtain healthcare or participate in community life.
- Congestion: Expanding road capacity without addressing land use and travel demand can fail to deliver lasting relief.
- Environmental damage: Transportation contributes to greenhouse gas emissions, air pollution, noise, habitat fragmentation and material consumption.
- Fragmented services: Buses, trains, bicycles and other modes often operate with separate schedules, payment systems and planning priorities.
- Expensive infrastructure: Roads, bridges, transit networks and vehicles require substantial investment and long-term maintenance.
- Disconnected planning: Housing, transportation, energy and economic development decisions are frequently made without sufficient coordination.
The World Health Organization identifies road injuries as a major preventable public health problem and emphasizes safer infrastructure, speeds, vehicles and road-user behavior.
The consequences extend far beyond transportation.
- When a household must own multiple cars simply to reach work, financial resources are diverted from other needs.
- When a person cannot reach a medical appointment, a transportation problem becomes a healthcare problem.
- When freight networks fail, food and essential supplies may be delayed.
- When streets are dangerous, children, older adults and people with disabilities can lose opportunities for independence.
- We have spent generations improving how vehicles move. We must devote equal attention to improving how people live.
Exhibit C: How did we get here?
The modern transportation system developed through railroads, industrial manufacturing, automobiles, aviation, shipping and global trade.
These innovations created enormous benefits.
But in many countries, especially the United States, twentieth-century development increasingly separated residential neighborhoods from employment and shopping.
Highways, parking requirements, low-density development and automobile-oriented investment reinforced one another.
The result was a self-perpetuating cycle.

- This is not an argument that highways or automobiles should never have been developed.
- It is an argument that transportation and land-use decisions create long-lasting dependencies.
- When the built environment makes alternatives impractical, simply encouraging people to drive less will accomplish little.
- The system must make better choices genuinely available.
Exhibit D: What would a new mobility system look like?
- We propose a system organized around one central principle:
- Access is the goal. Transportation is the means.
- Success should be measured by how safely, affordably and conveniently people reach essential destinations—not simply by traffic speed or the number of vehicles sold.
The eight pillars of mobility transformation
1. SAFE STREETS FOR EVERYONE
Design roads to protect pedestrians, cyclists, passengers and motorists. Improve crossings, manage speeds and eliminate dangerous road layouts.
2. RELIABLE PUBLIC TRANSPORTATION
- Develop buses, bus rapid transit, rail, shared services and other modes appropriate to local population density and demand.
3. CONNECTED COMMUNITIES
- Coordinate housing, employment and essential services so people can reach more destinations without unnecessary travel.
4. UNIVERSAL ACCESSIBILITY
- Provide accessible vehicles, stations, sidewalks, information and booking systems for people of different ages and abilities.
5. CLEANER, EFFICIENT VEHICLES
- Expand appropriate electric and other low-emission vehicles while assessing energy sources, manufacturing impacts and full life-cycle costs.
6. SMARTER GOODS MOVEMENT
- Improve freight coordination, rail access, delivery consolidation, warehouse locations and appropriate low-emission logistics.
7. COMMUNITY PARTICIPATION
- Give residents meaningful influence over routes, accessibility, safety priorities, investments and accountability.
8. CONNECTED INFORMATION
- Provide clear schedules, accessible journey planning, reliable service updates, coordinated fares and transparent performance reporting.
The appropriate solution depends on geography.
- A densely populated city may need frequent rail and bus services.
- A rural community may benefit from accessible demand-responsive transportation, regional buses, volunteer-driver programs or shared vehicles.
- A freight corridor may require rail improvements and logistics infrastructure.
- A school district may need safer crossings and reliable student transportation.
- There is no universal vehicle or technology that solves every problem.
- The best starting point is the mobility need, not a predetermined mode of transportation.
The witnesses — where is a better system already working?
- Ladies and gentlemen, we now present evidence from four locations where communities have moved beyond conventional transportation planning.
- These examples do not establish that any city has perfected mobility. They demonstrate specific methods that can be adapted elsewhere.
Integrated public transportation
Vienna, Austria
The problem: How can a major city provide useful alternatives to private automobile dependence?
What is working: An extensive network of underground trains, trams and buses, supported by coordinated services and a substantial base of regular customers.
The evidence: In 2024, public transportation accounted for 34% of journeys, walking 30%, cycling 11% and private motorized transportation 25%. Vienna’s transit operator reported approximately 1.29 million regular customers.
Wiener Linien
Why it works: Network coverage, frequent services, multimodal connections and sustained investment give residents multiple ways to travel.
What can be replicated: Integrated fares, coordinated schedules, dependable service and long-term transit investment.
The limitation: Vienna’s population density, infrastructure and financial arrangements cannot simply be copied into sparsely populated communities.
Transportation and city design
Curitiba, Brazil
The problem: How can growing cities provide high-capacity transit while coordinating urban development?
What they built: A bus rapid transit system with dedicated corridors, specialized stations and feeder routes, connected to land-use planning.
The evidence: World Bank case studies document Curitiba’s integration of development along transit corridors, enabling high-capacity bus services without constructing a conventional metro system.
Why it works: Buses receive dedicated road space, while housing and commercial development are concentrated along transit corridors.
What can be replicated: Bus priority, integrated routes, efficient boarding, transit-oriented development and coordinated planning.
The limitation: Curitiba has faced overcrowding, fare increases and continuing urban sprawl. Its original achievements require ongoing investment and adaptation.
Safe alternatives
Paris, France
The problem: How can a dense city expand convenient transportation choices beyond private vehicles?
What they built: A growing cycling network, additional bicycle parking, shared bicycles and redesigned streets.
The evidence: Paris reported 1,607 kilometers of cycling routes in 2025, using a broad route-counting definition. Comparable bicycle traffic monitoring recorded 47% growth between 2020 and 2025.
Why it works: Continuous routes, improved infrastructure and shared bicycles can make cycling a practical option for more everyday trips.
What can be replicated: Protected connections, safer intersections, secure parking and networks linking residential areas to destinations.
The limitation: Cycling is not suitable for everyone or every journey. Accessibility, climate, physical ability and trip distance must be considered.
Rural access
Säffle, Sweden
The problem: Conventional fixed-route buses can be expensive and poorly matched to dispersed rural demand.
What they developed: X-line, a demand-responsive transportation service introduced as a pilot and subsequently established as a permanent service.
The evidence: A 2026 case study reports that the service attracted stronger demand and increased use by local travelers. (Taylor & Francis Online)
Why it works: Flexible routing adapts service to passenger demand rather than requiring every vehicle to follow an inflexible schedule.
What can be replicated: Bookable community shuttles, flexible pickup locations and connections to regional transit.
The limitation: Demand-responsive transportation can cost more per passenger than conventional transit and needs carefully managed scheduling, accessibility and funding.
What have these witnesses established?
- Reliable transit can give residents meaningful alternatives to driving.
- Buses can become high-capacity transportation when infrastructure and land use are coordinated.
- Safe cycling networks can attract increased use.
- Rural communities can adopt flexible services where conventional routes are impractical.
These are not competing solutions.
They are components of a mobility system designed around different human needs.
The lesson: Do not replicate the vehicle. Replicate the process that successfully connects people to opportunity.
What about the electric vehicle revolution?
Electric vehicles can play an important role in reducing direct exhaust emissions and dependence on petroleum.
But electrification alone does not solve traffic congestion, dangerous street design, excessive parking requirements or the difficulties faced by people unable to drive.
- An electric car still requires road space, materials, energy and parking.
- An electric bus can provide the benefits of electrification while carrying many passengers.
- An electric bicycle may extend the practical range of cycling.
- And an electric delivery vehicle may reduce local exhaust emissions while preserving essential freight services.
The correct question is not simply:
How quickly can we replace every conventional vehicle?
It is:
How can we deliver the mobility people need with fewer avoidable costs and harms?
- That requires a combination of vehicle efficiency, suitable electrification, cleaner electricity, safer streets, shared transportation and improved land use.
- The result should be evaluated through full life-cycle impacts, affordability and actual service performance.
Who should own and control mobility?
- Transportation can be organized through public agencies, private operators, cooperatives and combinations of these arrangements.
- No single ownership structure guarantees successful service.
The more important questions are:
- Who makes the decisions?
- Who pays?
- Who receives the benefits?
- Who bears the risks?
- And who is accountable when the system fails?
Consider the possibilities.
Ownership model

- Private operator
- Community cooperative
- Public-private partnership
Communities should have meaningful input into route changes, service reductions, accessibility improvements and major investments.
Public engagement cannot be reduced to a meeting held after the important decisions have already been made.
People who depend on transportation should have a meaningful voice in how it is designed.
How does mobility connect with every other system?
- Transportation cannot be redesigned in isolation.
- Its effects reach into health, food, energy, housing, employment, finance and human rights.
The connections: Mobility is infrastructure for life
HEALTH
Safe streets reduce injury risks. Reliable transportation connects people with healthcare. Active travel can support physical health.
FOOD
Efficient freight, refrigerated transportation and local distribution connect producers with consumers and reduce avoidable spoilage.
ENERGY
- Electrification links vehicle planning with electricity generation, charging infrastructure and grid capacity.
HOUSING
- Housing location influences transportation costs, commute times and access to essential services.
FINANCE
- Transportation costs affect household budgets. Infrastructure requires viable financing, maintenance and accountable investment.
MATERIALS
- Vehicles, roads and rail systems require metals, concrete, batteries and other resources. Durability, repair and recovery matter.
COMMUNITY
- Accessible streets and transportation enable participation in education, employment, social life and local commerce.
Imagine a community where residents struggle to reach a hospital, buy fresh food and obtain employment.
- A conventional response might create three separate programs.
- A systems approach would investigate the relationships between housing locations, transportation routes, service availability and household finances.
- It might identify opportunities to coordinate existing shuttle services, improve transit connections, establish local services or support remote access where appropriate.
Not every problem requires a new road.
- Sometimes the solution is to make an essential destination closer.
- Sometimes it is to provide a shared service.
- Sometimes it is to improve the existing road or transit network.
The objective is accessibility, not movement for its own sake.
Human rights must guide the redesign.
- The Universal Declaration of Human Rights recognizes freedom of movement and rights associated with an adequate standard of living, health, education and work.
- Transportation is not established as a standalone universal right in the Declaration, but accessibility can be essential to exercising other rights.
A human-rights-focused mobility system should examine:
- Can people with disabilities use the transportation system?
- Can low-income residents afford essential journeys?
- Can children travel to school safely?
- Can older adults maintain independence?
- Are workers protected from unsafe employment conditions?
- Do infrastructure projects respect affected communities and applicable property and land rights?
- Can residents access information and seek remedies when services fail?
These questions transform transportation planning.
- A route that looks financially efficient on paper may leave an entire neighborhood disconnected.
- A new highway might improve travel for some while displacing residents or dividing communities.
- A digital booking system may serve smartphone users while excluding people who cannot use the technology.
- Efficiency must be evaluated alongside accessibility, dignity, safety and fairness.
How do we get there?
- We do not need to rebuild every city or transportation network overnight.
- We need a disciplined process that begins with actual community needs, tests practical interventions and measures results.
The seven-step mobility transformation plan
- Map the mobility problem . Identify where residents need to travel, where services are located, which journeys are difficult and who experiences the greatest barriers.
- Establish the baseline . Measure travel times, household costs, collision rates, transit reliability, accessibility, emissions and access to essential destinations.
- Investigate root causes. Determine whether the problem involves unsafe infrastructure, inadequate service, dispersed development, unaffordable fares or disconnected transportation providers.
- Identify proven responses. Evaluate options such as bus priority, safer crossings, integrated fares, community shuttles, bicycle infrastructure, accessibility upgrades and better connections between housing and services.
- Build partnerships and financing. Bring together residents, transportation providers, employers, schools, hospitals, local businesses and relevant public agencies. Establish funding and maintenance responsibilities.
- Launch a measurable demonstration. Implement one carefully selected improvement and document safety, accessibility, costs, service quality and public experience.
- Publish results and scale responsibly. Identify what worked, what failed, who benefited, what it cost and what another community would need to adapt the approach.
The essential rule:
Begin with the journey people need to make—not the infrastructure somebody wants to sell.
How do we prevent the new system from becoming compromised?
- A new mobility system can reproduce existing weaknesses if accountability is neglected.
- A private operator may maximize revenue while avoiding unprofitable routes.
- A public authority may approve an expensive project without adequately evaluating alternatives.
- A technology provider may collect excessive passenger data.
- A community initiative may fail because it lacks stable financing or professional management.
The solution is governance designed around measurable public benefits.
- Unaffordable services
- Transparent fares and appropriate affordability programs.
- Inaccessible infrastructure
- Universal-design standards and meaningful disability participation.
- Poor service quality
- Published reliability targets and independent monitoring.
- Financial mismanagement
- Transparent procurement, audits and full life-cycle costing.

Success should not be measured only by the number of buses purchased, charging stations installed or miles of road constructed.
- It should be measured by outcomes.
- Can more people reach essential destinations?
- Are journeys safer?
- Are services dependable?
- Are costs manageable?
- Has the intervention improved accessibility without creating unacceptable harms elsewhere?
Infrastructure is the investment. Human mobility is the outcome.
What happens if we do nothing?
If transportation continues to be developed without sufficient attention to accessibility, safety and interconnected planning, existing weaknesses may persist.
- Communities may remain dependent on expensive private vehicles.
- People unable to drive may continue facing barriers to essential services.
- Dangerous road conditions may continue causing preventable injuries and deaths.
- Congestion and long journeys may undermine quality of life.
- Transportation costs may place additional pressure on household finances.
- Fragmented freight networks may increase costs and reduce reliability.
- Communities may miss opportunities to improve health, economic participation and environmental performance.
These outcomes are not inevitable.
- The evidence from existing projects demonstrates that different approaches are possible.
- But isolated improvements will not necessarily solve structural problems.
- The danger is that we could spend enormous resources moving more vehicles without making it meaningfully easier for people to live their lives.
Closing argument: The case for mobility by design
Ladies and gentlemen, the evidence is before us.
- We have examined a transportation system that provides extraordinary capabilities while leaving many people with limited choices.
- We have identified weaknesses involving safety, affordability, access, infrastructure and planning.
And we have presented living examples of different approaches.

None is a complete answer.
Together, they show that mobility can be designed differently.
- The purpose is not to eliminate automobiles, prohibit travel or force every community into the same model.
It is to give people practical choices.
- To create transportation that supports independence rather than dependency.
- To build infrastructure that connects communities instead of unnecessarily dividing them.
- And to recognize that moving people and goods is ultimately about enabling human life.
The future is ours to shape.
