How to create the future when the world is upside down

What happens when the systems humanity depends upon are no longer adequately serving the people, communities, and living planet they were intended to support?

  • And what if the solutions to many of our greatest challenges already exist, but remain disconnected, underfunded, poorly distributed, or trapped inside institutions designed for another era?

We are here to examine a proposition:

  • Humanity does not simply need another collection of reforms, technologies, conferences, or promises.
  • It needs a better way for its systems to work together.

A new operating system.

One grounded in human rights, informed by science, guided by ecological reality, and powered by people who are already creating practical alternatives.

The future will not be created by solving one crisis at a time while leaving the systems that produce those crises unchanged.

Consider the evidence.

We live in a world of extraordinary contradictions.

  • We have the scientific knowledge to prevent many diseases, yet millions lack access to essential healthcare.
  • We produce enormous quantities of food, yet hunger and malnutrition persist.
  • We have technologies capable of generating cleaner energy, yet communities remain dependent on polluting and vulnerable infrastructure.
  • We have unprecedented communications capabilities, yet misinformation, fragmentation, and information overload undermine public understanding.
  • We have international agreements affirming universal human rights, yet those rights remain unrealized for enormous numbers of people.
  • And we have thousands of organizations, innovators, researchers, entrepreneurs, and communities working on practical responses.

Yet the world repeatedly moves from one emergency to the next.

  • How can a civilization possess so much knowledge, technology, wealth, and productive capacity while struggling to deliver the foundations of a healthy life for everyone?
  • We submit that the answer cannot be found in any single political leader, corporation, institution, technology, or individual behavior.
  • It must be examined in the design of our interconnected systems.
  • The incentives that determine what gets funded.
  • The rules that determine who participates.
  • The infrastructure that determines who has access.
  • The information that shapes public decisions.
  • The ownership structures that determine who benefits.
  • And the relationship between our economic activities and the living systems on which humanity depends.

We are not presenting humanity as a failure.

We are clearly stating that the capabilities humanity has developed are not yet organized consistently around human well-being and ecological sustainability.

  • That is a design challenge.
  • And design challenges can be investigated, tested, and addressed.

Information alone is not enough. People need the ability to understand what is happening, recognize how systems connect, evaluate competing claims, and participate in shaping their future.

We begin with a simple proposition:

  • If our problems are interconnected, our responses must be interconnected as well.

The world is not short of solutions. It is short of connected execution.

Let us enter the first piece of evidence.

  • The United Nations’ 2026 Sustainable Development Goals report found that only 36% of assessable targets were on track or showing moderate progress.
  • Yet it also documented gains: nearly one billion people gained access to safely managed drinking water since 2015, and global internet access rose from 40% to 74%.

What does that tell us?

  • Progress is possible. But it is uneven, and progress in one area does not automatically resolve problems elsewhere.
  • The World Health Organization’s 2025 report on health equity likewise identifies housing, education, employment, income, and access to resources as major influences on people’s health.

A health problem may begin outside the healthcare system.

  • A food crisis may involve energy prices, water availability, transportation, financing, and access to land.
  • An energy problem may become a housing, economic, and public health problem.
  • These are not separate stories.
  • They are different expressions of interconnected systems.
  • The question is not simply whether we have solutions. It is whether we have the ability to connect, coordinate, finance, implement, and evaluate them.

Why does humanity need a new operating system?

First, let’s define what we mean:

  • We are not proposing a single world government, a universal ideology, or one institution controlling the future.

An operating system is a useful metaphor for the shared rules, infrastructure, information, and coordination mechanisms that allow different parts of a system to function together.

  • A computer operating system connects hardware, applications, information, and users.
  • A human operating system would connect knowledge, rights, resources, institutions, communities, and practical action.
  • Our current arrangements often operate through separate agencies, funding streams, professional disciplines, jurisdictions, and commercial systems.
  • Specialization is necessary. But without coordination, it can create unintended consequences.

Consider the difference.

  • Investigate root causes and interconnected effects.
  • Invest in prevention and resilience.
  • Information scattered across platforms–transform to shared, searchable and verified knowledge.
  • Measure human, economic and ecological outcomes.
  • Communities excluded from decisions; we require mMeaningful participation and accountability.
  • Successful projects remain isolated
  • Document, adapt and responsibly replicate them.
  • Short-term incentives dominate
  • Establish transparent long-term goals and safeguards.

These are proposed design changes, not claims that every existing institution behaves identically.

  • The objective is to preserve functioning institutions, improve those capable of reform, and develop alternatives where existing structures cannot deliver the necessary results.
  • A new operating system does not require destroying everything we have built. It requires making the parts work together for the people they are supposed to serve.

What should the new operating system be built upon?

Human rights provide the principles. Whole-systems design provides the pathway. People provide the power.

  • Human rights offer an existing framework for evaluating whether institutions and development efforts respect human dignity.
  • The UN Development Programme’s human rights-based approach emphasizes universality, equality, nondiscrimination, participation, and accountability. It also distinguishes people who hold rights from institutions responsible for fulfilling legal obligations.
  • This matters because an appealing technological innovation is not automatically a social improvement.
  • A project might increase production while excluding the community where it operates.
  • A new energy system might reduce emissions while concentrating economic benefits.
  • An agricultural innovation might improve yields while creating new dependencies.
  • Human rights provide a framework for examining these questions.

Our proposed operating system needs seven interconnected functions.

The framework has to be adaptable.

  • There is no single design appropriate for every community, culture, geography, or economic condition.
  • A community facing drought has different needs from one confronting an affordable-housing shortage.
  • The principles can be shared.
  • The solutions must respond to local realities.

Is there evidence that systems change actually works?

Ladies and gentlemen, we now call our witnesses.

  • These are not imaginary future technologies. They are documented initiatives demonstrating particular elements of the proposed approach.
  • They do not prove that an entire global operating system has been built or that every intervention can be replicated unchanged.
  • They establish that coordinated approaches can produce meaningful results.

 

Exhibit 1 · Prevention

Finland: The North Karelia Project

Problem: Extremely high rates of cardiovascular disease.

Response: Beginning in 1972, a comprehensive community program addressed smoking, blood pressure, and cholesterol, combining prevention with improved medical treatment.

Evidence: Between 1972 and 2012, coronary heart disease mortality fell 82% among men aged 35–64 in North Karelia. A long-term study attributed the initial reduction largely to changes in the targeted risk factors.

Systems lesson: Community action, healthcare, food environments, and public policy can work together. The improvement cannot be attributed to one intervention alone.

 

Exhibit 2 · Shared ownership

Denmark: Middelgrunden wind cooperative

Problem: Developing renewable energy infrastructure with local participation and financing.

Response: A partnership between a municipal utility and citizen investors.

Evidence: According to the International Energy Agency, 8,650 citizens contributed €23 million to finance half of the 20-turbine project, becoming 50% equity participants.

Systems lesson: Infrastructure can be developed through partnerships that give communities a direct economic stake. Financing and grid access still require appropriate institutions.

 

Exhibit 3 · Participation

Brazil: Participatory budgeting in Porto Alegre

Problem: How to make public investment more responsive to community needs.

Response: Residents participated in determining municipal spending priorities.

Evidence: A World Bank research review reports that sustained participatory budgeting in Porto Alegre improved access to piped water and sewerage and supported investments benefiting lower-income residents. Results depended on institutional support and sustained participation.

Systems lesson: People can contribute directly to identifying priorities and allocating resources. Participation must be meaningful, sustained, and supported by accountable institutions.

 

Exhibit 4 · Public understanding

Solutions Journalism Network

Problem: News coverage often documents problems without explaining credible responses.

Response: Journalism that investigates responses, their evidence, limitations, and lessons.

Evidence: Its story tracker contains more than 17,000 reports. Research by the Center for Media Engagement found that solutions reporting increased readers’ sense of efficacy and optimism compared with conventional problem-focused reporting in the studies examined.

Systems lesson: Reporting can help audiences understand not only what is happening, but also what responses have been attempted and what the evidence reveals.

What have these examples established?

  • A community health initiative can address disease prevention across multiple sectors.
  • An energy cooperative can distribute some of the economic benefits of infrastructure.
  • A participatory budgeting process can involve residents in resource allocation.
  • A journalism network can investigate and distribute evidence about responses.

Each demonstrates one functioning component.

  • The next challenge is connecting these components into a system that can learn, collaborate, and improve across communities.
  • That integration remains a proposal to be built and tested—not an achievement we can claim has already been proven.

How do we scale what works without reproducing what failed?

Scaling is not simply making an organization bigger.

  • It means helping an effective approach become accessible to more people while retaining its benefits, accountability, and suitability for different conditions.
  • A program that succeeds in Finland may require substantial adaptation in Kenya.
  • An energy cooperative in Denmark cannot simply be transplanted into a region with different laws, financing, or electrical infrastructure.
  • A new food technology may work technically but fail commercially or environmentally at industrial scale.
  • Successful replication requires evidence and local adaptation.

The seven-stage pathway

  1. Discover what already exists.  Identify real projects, credible research, experienced practitioners, and communities demonstrating measurable outcomes.
  2. Verify the evidence  .Determine what actually happened, how outcomes were measured, what the intervention cost, and which claims remain uncertain.
  3. Document how it works.  Produce a practical implementation guide covering resources, skills, technology, financing, governance, regulations, and operating procedures.
  4. Identify transferable components.  Separate the essential features of an intervention from those that depend on local circumstances.
  5. Match projects with communities .  Connect experienced practitioners with places facing comparable problems and interested in evaluating the approach.
  6. Test and measure.  Establish baselines, safeguards, costs, outcome measures, and independent evaluation. Include the people affected in the process.
  7. Expand, adapt, or stop. Scale interventions that demonstrate benefits. Modify approaches that underperform and discontinue those that cause unacceptable harm.

The essential principle is straightforward:

  • Replicate the knowledge. Adapt the implementation. Verify the results.
  • A successful network should make it easier to learn from failure as well as success.
  • It should never confuse a compelling presentation with proof that a solution works.

How do we create a well-informed public through systems change?

This is the missing connection.

  • We can build excellent technologies, design effective programs, and establish productive partnerships.
  • But if the public cannot understand what is happening, distinguish evidence from misinformation, or find ways to participate, the benefits remain limited.
  • Information is not just another component of the new operating system.
  • It is the connective infrastructure.
  • This is the role proposed for Mobilized News.

    • That separation is essential to public trust.

Put human rights at the center of every story.

Human rights should not be an occasional editorial category.

  • They can provide a consistent framework for examining the human consequences of every system.
  • The Universal Declaration of Human Rights contains 30 articles addressing dignity, equality, freedom, participation, education, work, an adequate standard of living, and other fundamental protections.

UNDP’s human rights-based approach provides practical methods for incorporating these principles into the design, implementation, and evaluation of development projects.

  • Can people access essential healthcare and the conditions necessary for health?
  • Are people able to obtain adequate and nutritious food?
  • Are energy services accessible, affordable and delivered without avoidable harm?
  • Do people have access to adequate housing and protection from discrimination?
  • Can people access reliable information and exercise freedom of expression?
  • Are workers’ rights respected and livelihoods protected?
  • Can people participate meaningfully and seek accountability?
  • How do environmental harms affect health, housing, food and other protected rights?

This is not a claim that every desirable policy is itself a legally enforceable human right. Specific obligations depend on applicable law and treaties.

It is a framework for asking who benefits, who is excluded, who bears the risks, and what obligations institutions have.

Every major Mobilized feature should therefore examine:

  • Which rights and people are affected?
  • What evidence establishes the problem?
  • What are the underlying causes?
  • What obligations and responsibilities apply?
  • Which responses have been tested?
  • What outcomes and unintended consequences have been documented?
  • What options are available to affected communities?

A human-rights approach cannot mean suppressing disagreement or instructing the public which political position to adopt.

It requires accurate information, meaningful participation, equality before the law, transparent institutions, and accountability.

The objective is to help people make their own informed decisions.

Exhibit H: How do we turn this into something people can actually use?

Consider one hypothetical community.

  • Its residents face high rates of cardiovascular disease, expensive food, unreliable public transportation, and limited access to healthcare.
  • The conventional approach might produce four separate reports and four separate institutional initiatives.
  • The systems approach would investigate how these conditions interact.

One community. Four connected problems. One coordinated investigation.

HEALTH

Limited access to preventive care.

FOOD

Affordable nutritious food is difficult to obtain.

MOBILITY

Transportation limits access to services.

ECONOMY

  • Household budgets restrict available choices.

The proposed response

  • Bring together residents, healthcare providers, food producers, transport planners, and community organizations.
  • Investigate options such as neighborhood preventive care, affordable produce distribution, and better transportation connections.
  • Test whether coordinated interventions improve access and health outcomes.
  • Measure results against a baseline.
  • Publish what works, what fails, and what remains uncertain.
  • The advantage is not that a single intervention magically solves four problems.

It is that coordinated planning can identify relationships, reduce conflicting decisions, and reveal opportunities that isolated programs might miss.

And that creates a new kind of news story.

Not simply:

A community faces a health crisis.

But:

What is driving the crisis? How are food, transportation, and healthcare connected? What interventions have been tried? What does the evidence show? What can other communities learn?

The story becomes a practical public resource without ceasing to be independent journalism.

Exhibit I: What could prevent this new system from succeeding?

Ladies and gentlemen, we must also examine the weaknesses in our own proposal.

The greatest danger is building a network that promises to overcome fragmentation but becomes another centralized institution competing for money, influence, attention, and control.

A system founded on human rights must be held to the standards it promotes.

  • Required safeguard
  • Independent editorial governance and financial transparency.
  • Evidence requirements and independent verification.
  • Distributed governance and clear decision-making rules.
  • Meaningful participation in project design and evaluation.
  • Assess unintended consequences before and after implementation.
  • Open standards, interoperability and strong data protections.
  • Diversified revenue and transparent operating costs.
  • Local adaptation and independent evaluation.

No institution is immune to failure.

  • Accountability cannot be an afterthought.
  • The network must be prepared to investigate its own participants, correct its mistakes, publish unfavorable findings, and change course.
  • Its success cannot be judged by the number of impressive names on a conference program.

It must be demonstrated through the reliability of its information, the usefulness of its connections, and independently documented outcomes.

What happens if we do nothing?

We cannot know the future with certainty.

But continuing without addressing known weaknesses carries identifiable risks.

  • Preventable problems may become more expensive and difficult to resolve.
  • Communities may continue duplicating work without learning from one another.
  • Effective local initiatives may remain isolated.
  • Institutional fragmentation may produce conflicting priorities.
  • Public understanding may remain disconnected from practical options.
  • Vulnerable populations may continue to bear disproportionate harms.
  • Promising innovations may scale without sufficient scrutiny or accountability.

There is another risk.

  • We could become so accustomed to dysfunction that we stop asking whether the system itself can be improved.
  • We might measure success by how quickly we respond to emergencies while failing to ask why so many emergencies are recurring.
  • The danger is not only that we fail to create a better future. It is that we normalize conditions we already possess the knowledge to improve.

The future is not something we wait for.

Ladies and gentlemen, we have examined the evidence.

  • We have demonstrated that the problems confronting humanity are interconnected.
  • We have identified documented examples of coordinated approaches producing measurable improvements in health, energy ownership, public participation, and journalism.
  • We have proposed a way to connect the underlying principles and practical lessons.
  • And we have acknowledged that building a comprehensive operating system remains an ambitious, unproven undertaking.
  • The objective is not to promise that every crisis can be eliminated.

It is to design systems that prevent avoidable harm, respond effectively when problems occur, learn from experience, and improve the conditions of life.

The essential elements are already familiar.

  • Human rights.
  • Reliable information.
  • Independent journalism.
  • Scientific evidence.
  • Community participation.
  • Responsible innovation.
  • Public accountability.

What is less developed is the infrastructure that connects them.

  • We do not need to wait for universal agreement before testing practical improvements.
  • We can begin with one problem, one community, one documented response, and one carefully evaluated partnership.
  • Then we can share what we learn.
  • Improve what does not work.
  • And expand what demonstrates meaningful benefits.

The future is ours to shape.

The world does not need another promise that someone, somewhere, will eventually fix everything.

It needs the information to understand its problems.

  • The freedom to question its institutions.
  • The knowledge to examine its options.
  • The ability to connect people doing useful work.
  • And the accountability to determine whether the results actually improve lives.
  • Human rights provide the principles.
  • Whole-systems design provides the pathway.
  • People provide the power.

  • The event is the beginning. The network is the infrastructure. The measurable improvements are the evidence.
